In the email sent to more than 12,000 members across the state Mr Lay wrote that the new uniform, which is at the final stages of its design, might address concerns about visible tattoos.
Senior police who have reviewed the appearance guidelines are not in favour of neck or facial tattoos and have lobbied to ensure all tattoos are covered.
Hats and ties are also expected to make a comeback as a part of the new uniform.
The appearance guidelines were relaxed under former chief commissioner Christine Nixon, who allowed facial hair, buns and beards.
Former Victorian premier Jeff Kennett said the police commissioner of the day was entrusted with the responsibility of turnout of the force. "It's not a dance troupe, it's not a circus, it's a police force," he said.
